European Green Leaf Award launched for smaller cities

 

European Green Leaf is a new competition launched by the EU Commission from 2015. It is aimed at cities, with between 50,000 and 100,000 inhabitants, to recognise their commitment to better environmental outcomes and achievements in green growth.

The EU Commission already highlights European best practice through the European Green Capital Award (EGCA) and this new initiative will recognise the efforts of smaller cities to strive towards environmental excellence.

The new award will be presented on an annual basis in conjunction with the EGCA from 2015. The environmental recognition will be given to a city that demonstrates a good environmental record and green growth commitment, actively seeks to develop citizens' environmental awareness and can act as a “green ambassador” to encourage other cities.

RPS has been appointed by the EU Commission to manage the initial pilot European Green Leaf competition after EU procurement procedures. “We have managed the EGCA project in technical, environmental and communications terms for the past four years, including appointment and management of the independent expert panel.” stated PJ Rudden, RPS Director, who is also Director of the European Green Capital Secretariat.

“European Green Leaf will provide smaller urban communities with a platform to showcase their environmental achievements. The cities that will be bestowed with a European Green Leaf will be a valuable example for other cities and towns to learn from and compete with,” said Karl Falkenberg, Director-General for Environment, EU Commission.

The competition is open for applications until 31st March 2015. A panel of internationally acknowledged experts will assess the applications based on six environmental categories -

  • Climate change & energy performance
  • Mobility
  • Biodiversity & land use
  • Quality of air & the acoustic environmen
  • Waste & green economy
  • Water management (including wastewater treatment).

Shortlisted cities will be announced in May 2015 and the Jury will then assess the shortlisted cities based on their video applications. The 2015 European Green Leaf will be awarded at the EGCA Awards Ceremony in Bristol in June 2015.

EGL Evaluation process

How can my city become a European Green Leaf winner?

In order to apply for the European Green Leaf initiative a city must complete the application form. This can be obtained by registering your interest via email with the European Green Leaf Secretariat.

European Green Leaf 2015 candidate cities will be assessed on the basis of six environmental indicators:

  • Climate change & energy performance
  • Mobility
  • Biodiversity & land use
  • Quality of air & the acoustic environment
  • Waste & green economy
  • Water management

In each indicator area there are 3 sections that must be completed:

  • Plan, Policy & Programme ( 300 words)
  • Implementation ( 300 words)
  • Citizen Engagement & Public Awareness ( 300 words)

The European Green Leaf application form also includes a ‘City Introduction and Context section’, where you are asked to briefly present your city, indicating the main challenges it faces and how you deal with them.

A Good Practice Section is also included at the end of the application form where cities are invited to submit 3 good practices they are undertaking across 3 different indicators.

Two-tier evaluation process

A panel of internationally acknowledged experts will assess the application forms submitted by each city.  This will include qualitative evaluations and a peer review of each application based on the 6 indicators above.

Details of the 2015 EGL Expert Evaluation panel will be provided in coming weeks.

Following the evaluation process, a number of cities will be shortlisted for the 2015 competition. The shortlisted cities will be invited to submit video applications to the Jury to present their vision, action plans and communication strategy (attendance by the cities will not be needed).

The Jury will then assess the shortlisted cities in the light of all the information provided and decide on the winner(s). The European Green Leaf 2015 laureates will be announced at the European Green Capital Award ceremony in June 2015, in Bristol, UK.

The Jury will assess the shortlisted cities based on the following evaluation criteria:

  • The city demonstrates a good environmental record & green growth commitment
  • The city engages citizens in environmental awareness
  • The city can act as a green ambassador to other cities

The European Green Capital Award Jury will then deliberate and the European Green Leaf 2015 winners will be announced at the European Green Capital Award ceremony in Bristol in June 2015.
